San Francisco is caught in a “doom loop,” where negative events trigger more negative events, leading to a decline in quality of life. Despite this, President Joe Biden’s White House Chief of Staff is urging federal workers to return to the office. It’s a conflicting situation, but HHS is prioritizing the well-being of its employees.
